The National Blue Ocean Strategy Institute is a non-profit sovereign strategy and policy analysis group working with African governments to create actionable solution pathways to national challenges.
OUR MISSION
NBOSI helps governments think through policy choices, create conditions for informed decision-making, and bring implementation skills where necessary. We serve as a country-level thinking center to support African governments — scoring policy options, developing national strategies and implementation roadmaps, and providing expertise to support government negotiating and contracting on national priorities.
We believe that unlocking human potential at the grassroots level is the foundation for building a prosperous and modern state. The individual is the true engine of national transformation — and NBOSI exists to build the intellectual infrastructure that makes that transformation possible.

FOUNDER
Hene Aku Kwapong
FOUNDER & MANAGING PARTNER
Hene Aku Kwapong is a globally accomplished executive, technologist, and strategist with deep experience across finance, capital markets, and enterprise transformation. He began his career at ExxonMobil as a researcher in Control Systems and Artificial Intelligence before holding leadership roles at Microsoft Corporation, Royal Bank of Scotland, Deutsche Bank, and GE Capital.
He served as Senior Vice President and Treasurer of the New York City Economic Development Corporation under Mayor Michael Bloomberg, and as Managing Partner of The Songhai Group — advising financial institutions and governments on risk management, banking reform, and economic development, including work with Development Bank Ghana and the Securities and Exchange Commission Ghana.
Rooted in a deep connection to Ghana, he firmly believes that the individual is the true engine of national transformation, and that unlocking human potential at the grassroots level is the foundation for building a prosperous and modern state.
